Exploit Anatomy Differences
Many (but definitely not all) men can from the scrotal sack follow (with their finger, for example) the testicular cord back up to where it enters the abdominal cavity. [Quite a ways up, by the way (6cm or more.] For these people a more secure version of a CB is possible. And many folk without enough room can work at it to get it more open...]
This space (for those that can access it) by pushing loose scrotal tissue into place. A tab (which has to be custom fitted to insure you don't pinch the cord) can only go in in one direction, and that direction is about 45 degrees from the vertical. The one on the other side is about 45 degress from the vertical in the other direction. (I.E. 90 degrees from each other.) If these are secured together by a small connecting piece that doesn't allow either to rotate with respect to each other. Once fastened together, this assembly can not physically be removed without undoing the connection or cutting the skin. (need diagram here.) It is sitting up against the bone (separated from it only by scrotal skin) and actually under the skin. (For a fat person this is quite buried.) The cross piece is up against the penis, at the base as it goes into the body itself.
Except for the cross piece, it is totally invisible. In a fat person an appropriate cross piece is also invisible. With appropriately curved tabs it is even comfortable. It is physically impossible to remove without disassembly (: Or surgery :).
And, the punch line, it SHOULD therefore make a novel base to build a CB on. It could stay on semi permanently, and what is attached to it could be opened closed independently. And with the main attachment having no visible bulk, one should be able to have a very low bulk with resonable security.
Painful Release Device
If one has a percing near the head then the following should be possible, but expensive, to use it in the following manner.

The device attaches to the head at the percing, and is not removed for release.
Totally open it looks somewhat like a flower with the head being the place that the pedals fan out from.
Closed it locks down to roughly a tube, of course too small to allow an errection. And the lock locks the tube shut as one would expect.
The cleverness (if such there is) is that two of the "pedals" dig into the head painfully when opened (need diagram), But the other two (designed that they are still too much of a tube to let you out without being raised, can not even start to be raised unless the painful ones are all the way up, and raising the critical ones lock the two painful ones in place until the release ones are lowered again which lock down when lowered enough to allow the painful ones to unlock. This is a surprisingly simple mechanism in the end.
The device never comes off, and once unlocked stays unlocked until actually opened. Opening it for use is painful, and says painful until closed. Closing it locks it. Opened up it is too big to fit in one's pants, and too painful to keep open much longer than one needs to get off. So after one shot the wearer is going to lock it up by themselves.
Secure low bulk "Belt" idea
Belt style devices have some drawbacks that can be overcome with some non-standard design.
Imagine a band of steel that starts at about the tail bone, goes up splitting into two parts as it goes OVER the hips on each side, comes down snugly down the front until it comes together just above the penis, splits into two again at the penis and scrotum, and terminates level with the floor facing backwards between the legs.
This would be the base holder for a device. It could be locked on semipermanenttly, with an independed lock/unlock for the actual attached device.
Assuming this is fitted reasonably snugly it isn't going anywhere.
It can't be pulled away from the body in front at all, because that would require the back (pivoting on the hips) to push through the spinal column.
It can't be pushed very far either way, because that would push the side pieces through the person.
It can't be pulled up, because the bit between the legs would have to go through pelvic bones.
It can't be pushed down because the side pieces would have to go through pelvic bones.
All in all, a nice stable platform that can't move much and would make a good starting platform. And if also combined with the "Exploit Anatomy difference" idea above about as physically secure as it is possible to be.
This would not be practical commercially (due to having to be a TOTALLY custom picky fit), but if you have a CCNC machine it is doable...
Experimental modeling
Paper mache (the old children's standby) makes a good material to play with both for testing ideas, and for limited use in self bondage.
For short term play it can be directly molded to one's victim (make sure you trap public hair in the mix), and after it dries (overnight) the removal can be can be left as an exercise for the wearer.
Marine Varnish (beware of alergic reactions) can be used to make mockups waterproof for prototyping tests. Plastic sandwich wrap can be used to keep prototypes from sticking to skin or hair when making prototypes. You may have to secure the wearer down to keep them from deforming the device while it dries.
You could also try Mod Roc, which is 'Plaster Impregnated Gauze'. It feels like cloth, but if you soak it in warm water and wrap it around something, it sets and keeps its shape. The result is not rock-solid, it can be brittle, but good enough for keeping a shape/size. Available in the UK from Hobbycraft (though it's not on their website).
Also, try Polymorph, which is plastic beads that become soft in hot water. It will set in whatever shape it's put into, and when cool is very solid (it can be drilled!) But with hot water it will become pliable again. Available in the UK from Maplin.

Materials: A chain and one or two locks.
Tools: Your hands.
Use a simple stainless steel chain with links big enough to fit your lock through. You need two locks (or one lock if one end of chain has a ring on it). Wrap chain around her waist once, and lock snug tight (or thread though ring in lieu of first lock). Bring free end between her legs from front to back, and lock again.
Because this is so adjustable, it can lock over something more substantial, locking in place whatever pantis she is wearing, whether it be silk pantis, chain mail bikini, diapers, plate mail, leather, etc. The device therefore has potential for long-term use, but doesn't require clothing removal for short-term use. It is therefore great for slyly introducing chastity into a vanilla relationship as a cool but quick sex toy.
Now if you went with the one lock version, it is locking from behind. This could be reversed to bring the lock to the front, but with the lock in the back she can't see it. That way you could use a padlock, and even if she knew the combo she couldn't see the numbers to open it by herself.
If you can splay the end of the chain, so that it separates into two pieces around the anus, that is more amenable to hygiene for long term use. There are so many ways to accomplish that, I won't go into it.

Read up more on rope bondage safety before doing this. I have not thought through the safety aspects of this because rope bondage is not something I do much. This is just an idea, not a suggestion.
Start in the back, bring around left of buttocks and through legs. Wrap around waist once. In the front wrap rope under and around itself to make the belt, then bring back through legs and around the right of the buttocks. Tie off both beginning and ending ends to the belt. Becasue it ties in the back, you can make it very difficult for her to untie.
Because it ties in the back, it can be very difficult for her to unfasten by herself.

Ancient legend say that knowing something's true name gives one mastery over it. Certainly there are few things more powerful than controlling another's sex, to have the power to control pleasure and pain. In the Bible Adam is described as having named all the plants and animals, but he is kicked out of the garden of pleasure for having eaten of the fruit of the knowledge of good (reward) and evil (punishment). This indicates that proper knowledge fo the use of punishment and reward is even more powerful and dangerous than even the most deep and thorough knowledge of an individual animal's normal psychology and behavior. That is why the Bushman or Aboriginee can get willing cooperation from an animal by talking with it, but the civilized man can psycholgically break and train an animal, resulting in ultimate and permanent control. This despite the fact that the Bushman understands the animals better, while the civilized man only understands the reward and punishment of training.
Remote control electrical chastity device accessories have been made before. This innovative device uses similar tools, but in a radically different and original way that combines secure chastity with liberating nudity. It prevents masturbation while dispensing with the restrictive belt. The advantage of N.A.M.E.D over a chastity belt is, it does not require removal for sex, allows the wearere to appear mostly naked and vulnerable, but still accomplishes the objective of preventing masturbation to make the wearer dependent on the key holder for sexual gratificaiton. Paradoxically unable to use the most basic tool - one's own hand - for the most basic of needs - sex - the wearer becomes like a donkey lead by a carrot on a stick.
The complete N.A.M.E.D. system also includes additional accessories used for more complete chasity and obedience training beyond masturbation prevention. This completes the transformation of the wearer into a captive, mostly naked pet. Once under the power of the Master to reward and punishment with sex or pain, it is inevitable that the wearer will eventually break.
How it Works
This is not a chastity belt with remote control electrical devices built-in. The electrical device *is* the chastity device.
The key holder makes a radio receiever and two radio broadcasters. The broadcasters are securely attached to the wrists of the wearer, and the receiver is attached in the genital region. The reciever controls an electic shock device and an electronic buzzer. Any time the wearer's hands and wrists come too close to the gentialia, the buzzer sounds. A little closer, and the wearer is zapped with an uncomfortable electric shock.
The shock always happens before erotic contact can be made. As a result, the wearer is unable to masturbate, but may still get gratification with a partner, such as the key holder.
Accessories
Additionally, a more powerful remote control radio broadcaster can be used by the key holder for obedience training. Geographic control can be maintained with an invisible leash dog collar that zaps the wearer when it travels too far away.
In combination, chastity and obedience to the master or key holder can be maintained while keeping the wearer vulnerably naked and delightfully unrestricted - the better to serve.
Playing the Role of Master
In addition to disempowering the wearer to a state similar to a domestic animal, for full effect it is important that the Master raise him/herself above the usual pettiness and lasceviousness of typical BDSM bedroom scenes. Conduct yourself in the manner of a proud and loving Master of a dignified and beautiful pet.
The Master should be sure to take care of the pet's needs, whether hygenic, sexual, psychological, or nutritional. One can train a cat and dog by feeding mostly as a reward for various behavior patterns, but that does not mean you would starve the pet for repeatedly not being able to perform, or when you lack time and attention. It is even more important with a human pet, who can suffer greatly from anxiety and worry, to ensure that all needs are fulfilled. Whether using enforced chastity as a punishment or using sex as a reward, do not deny needs.
For male humans, occasional ejaculation can be a health or hygenic need. Prostate milking can cause ejaculation without orgasm. For female humans, care should be taken not to harm her psychologically by threatening to deny any needs. A female submissive needs the security of knowing that her Master is caring for her needs. The same applies to male humans, albeit possibly to a lesser extent. Any denial of needs should be very short-term. To avoid manipulation the Master may not fully disclose the limits of denial to the wearer, but such limits should not actually be much longer than a reasonable member of the same gender outside a BDSM relationship would be willing to tolerate.
Summary

Chastity Space Suit predicted by User:Dark
Space Suit type chastity belts are featured in some of User:Dark's short stories. The basic idea is that in the future, when people have mastered living in outer space, making a space suit that doubles as a chastity belt will be relatively easy. Then, enforced chastity could become a more pragmatic reality. Sanitary needs could be taken care of without removal, and concealment would not be necessary as similar space suits would be worn by many people going about work in and out of a space station with variable gravity. Full body chastity would be a natural extension of this, as the entire full body space suit may be designed for long-term wear, not just the groin region. As a result, adapting the space suit to chastity might mean keeping the person in the space suit as a type of sensory deprivation, not allowing any-skin-to-skin human contact.
Chastity Bondage Sensory Deprivation Tank speculated by User:Dark
The space suit idea brings us the concept of using a sensory deprivation tank as a chastity device. The idea is to use a sensory deprivation tank, in which a person floats on salt water, but to additionally put the person in bondage. Silk rope bondage can be used, as silk helps to minimize sensation but is quite strong when wet. The wearer (or rather prisoner) is prevented from experiencing any stimulation whatsoever, not just sexual. Darkness is maintainted within the tank, and relative silece aided by earplugs. (There may be an air pump, which produces a constant sound.)
The Sensory Deprivation Tank can be used as a serious punishment with a masochist submissive. For somebody who enjoys pain as a way of driving away inner, emotional suffering, the experience of the sensory deprivation an be the worse torture possible.
Sensory deprivation tanks can cause some people to lose their sanity, depending on the length of time. They should only be used with the uptmost caution after a great deal of research and consideration by all parties involved. Because submissives and masochists are expected to be more susceptible to detrimental effects of this, User:Dark has yet to find a suitable volunteer for the Chastity Bondage Sensory Deprivation Tank. That is why it remains mere speculation, despite the technical feasibility.
